“Kyla and Scott each have a long history of success and are passionate about improving the health and well-being of others,” said Joyce Chan Russell, senior vice president of government markets at Priority Health. “I am confident their leadership will support us in achieving our ambitious goals for government markets and for Priority Health overall.”
As marketing director, King led data-driven acquisition and retention strategies for the individual, Medicaid and dual-eligible special needs (DSNP) markets. In her new role at Priority Health, she will be responsible for implementing strategies to drive growth for the individual market.

Prior to his role at Physicians Health Plan as vice president of business development and Medicare operations, Norman was vice president of sales and client services at Priority Health. He later went on to lead the senior markets team as vice president of senior markets from 2016-17.
“I’m excited to join Priority Health and for the opportunity to lead the Medicare team, which is nationally recognized as producing some of the most innovative and high-quality Medicare products,” Norman said. “Our goal will be to expand on the past success Priority Health has enjoyed and continued to serve all communities across Michigan with access to affordable care that focuses on improving the health of our members and neighbors.”
